c0c7efaf7c feat(common): add provideLocationMocks() function to provide Location mocks (#47674)
This commit adds the `provideLocationMocks()` function that returns mocks for the `Location` and `LocationStrategy` classes. This function can be used in tests to configure an environment where it's possible to fire simulated location events (helpful when testing Router configuration).

07017a7bd3 feat(router): prevent provideRouter() from usage in @Component (#47669)
This commit switches `provideRouter()` to return the new
`EnvironmentProviders` wrapper type, preventing it from being accidentally
(or intentionally) included in `@Component.providers`.

75df404467 feat(router): Create APIs for using Router without RouterModule (#47010)
This commit creates and exposes the APIs required to use the Angular Router without importing `RouterModule`.

The newly added APIs are tree-shakable and you can add features using special functions rather than using `ExtraOptions` to control the providers via an internal switch in Router code.

      provideRouter(appRoutes,
        withDebugTracing(),     // enables debug tracing feature
        withInMemoryScrolling() // enables scrolling feature
    ]

```

This "features" pattern allows for router behavior to evolve in a backwards compatible and tree-shakable way in the future. This approach also makes features more discoverable.

The newly added APIs can be used in any application today (doesn't require an application to be bootstrapped using standalone-based APIs).

bde925bd42 refactor(router): Update TitleStrategy to useFactory (#46876)
The implementation of the `DefaultTitleStrategy` was modeled after the
existing strategy patterns in the Router. These patterns were developed
before the `providedIn` syntax for injectables. We can simplify the
model a lot by providing the default in the factory of the abstract
class.

Note that the other strategy patterns aren't touched in this PR due to
how long they've existed. Because they have been there for such a long
time, it's possible there will need to be some adjustments to code
if/when they are refactored to do the same.

ae0a63ad48 refactor(router): Move preloading to tree-shakeable provider (#46215)
Extracting preloading to a provider moves us towards
thinking about a world where `ExtraOptions` doesn't exist to control
behaviors that are opt-in/opt-out. Instead, these behaviors could be
controlled by the presence (or lackthereof) of the providers which has
the functionality. This is relevant to a world in which we no longer
have the `RouterModule` but instead have something like `provideRouter`
where the features are tree-shakeable.

This change _does not_ make the `RouterPreloader` tree-shakeable inside
`RouterModule.forRoot` because the compiler cannot statically determine
whether it's needed. However, in the `provideRouter` world without
`forRoot`, preloading could be exposed through the provider function
instead, making the `RouterPreloader` and `PreloadingStrategy`
implementations tree-shakeable for those that don't use it (which is the
default - no preloading).

68597bb0ca feat(bazel): speed up dev-turnaround by bundling types only when packaging (#45405)
Speeds up the dev-turnaround by only bundling types when packaging. Currently
bundling occurs for all the `ng_module` targets in devmode.

This has various positive benefits:

* Avoidance of this rather slower operation in development
* Makes APF-built packages also handle types for `ts_library` targets consistently.
* Allows us to ensure APF entry-points have `d.ts` _always_ bundled (working with ESM
module resolution in TypeScript -- currently experimental)
* Allows us to remove the secondary `package.json` files from APF (maybe APF v14? - seems
low-impact). This would clean-up the APF even more and fix resolution issues (like in Vite)

910de8bc33 feat(router): Add Route.title with a configurable TitleStrategy (#43307)
This commit provides a service, `PageTitleStrategy` for setting
the document page title after a successful router navigation.

Users can provide custom strategies by extending `TitleStrategy` and
adding a provider which overrides it.

The strategy takes advantage of the pre-existing `data` and `resolve` concepts
in the Router implementation:

We can copy the `Route.title` into `data`/`resolve` in a
non-breaking way by using a `symbol` as the key. This ensures that we
do not have any collisions with pre-existing property names. By using
`data` and `resolve`, we do not have to add anything more to
the router navigation pipeline to support this feature.

f513b1773e refactor(router): add stub files for g3 patch of NgModuleFactoryLoader (#43660)
Internally, g3 code still uses the `loadChildren: string` syntax. We
need to continue to provide this functionality with an internal patch.
This change makes that patch easier by only touching stub files that
support the `loadChildren: string` (other than `router_config_loader`).

361273fad5 refactor(router): remove support for loadChildren string syntax (#43591)
This commit removes the ability to configure lazy routes using a string
for `loadChildren`, together with the supporting classes to load an
`NgModuleFactory` at runtime.

BREAKING CHANGE:

It is no longer possible to use `Route.loadChildren` using a string
value. The following supporting classes were removed from
`@angular/core`:

- `NgModuleFactoryLoader`
- `SystemJsNgModuleFactoryLoader`

The `@angular/router` package no longer exports these symbols:

- `SpyNgModuleFactoryLoader`
- `DeprecatedLoadChildren`

The signature of the `setupTestingRouter` function from
`@angular/core/testing` has been changed to drop its `NgModuleFactoryLoader`
parameter, as an argument for that parameter can no longer be created.

ea61ec2562 feat(core): support TypeScript 4.4 (#43281)
Adds support for TypeScript 4.4. High-level overview of the changes made in this PR:

* Bumps the various packages to `typescript@4.4.2` and `tslib@2.3.0`.
* The `useUnknownInCatchVariables` compiler option has been disabled so that we don't have to cast error objects explicitly everywhere.
* TS now passes in a third argument to the `__spreadArray` call inside child class constructors. I had to update a couple of places in the runtime and ngcc to be able to pick up the calls correctly.
* TS now generates code like `(0, foo)(arg1, arg2)` for imported function calls. I had to update a few of our tests to account for it. See https://github.com/microsoft/TypeScript/pull/44624.
* Our `ngtsc` test setup calls the private `matchFiles` function from TS. I had to update our usage, because a new parameter was added.
* There was one place where we were setting the readonly `hasTrailingComma` property. I updated the usage to pass in the value when constructing the object instead.
* Some browser types were updated which meant that I had to resolve some trivial type errors.
* The downlevel decorators tranform was running into an issue where the Closure synthetic comments were being emitted twice. I've worked around it by recreating the class declaration node instead of cloning it.

d8c05347c3 fix(router): properly assign ExtraOptions to Router in RouterTestingModule (#39096)
Previously, RouterTestingModule only assigned two of the options within ExtraOptions to the Router.
Now, it assigns the same options as RouterModule does (with the exception of enableTracing) via a
new shared function assignExtraOptionsToRouter.

d578ab8f3c build: simplify package.jsons for all of our packages (#36944)
We can remove all of the entry point resolution configuration from the package.json
in our source code as ng_package rule adds the properties automatically and correctly
configures them.

This change simplifies our code base but doesn't have any impact on the package.json
in the distributed npm_packages.

29f57e315e build: enable bundle_dts for router package (#28833)
This PR also changes the name of `EmptyOutletComponent` to `ɵEmptyOutletComponent`. This is because `ngcc` requires the node to retain the original name while dts bundler will rename the node is it's only exported using the aliases.

Example typings files:
```ts
declare class EmptyOutletComponent {
}
export {EmptyOutletComponent as ɵEmptyOutletComponent}
```

will be emitted as
```ts
export declare class ɵEmptyOutletComponent {
}
```

7cbc36fdac build: remove unused rollup.config.js files (#28646)
Since we build and publish the individual packages
using Bazel and `build.sh` has been removed, we can
safely remove the `rollup.config.js` files which are no
longer needed because the `ng_package` bazel rule
automatically handles the rollup settings and globals.

60aeee7abf feat(ivy): selector side of ModuleWithProviders via type metadata (#24862)
Within an @NgModule it's common to include in the imports a call to
a ModuleWithProviders function, for example RouterModule.forRoot().
The old ngc compiler was able to handle this pattern because it had
global knowledge of metadata of not only the input compilation unit
but also all dependencies.

The ngtsc compiler for Ivy doesn't have this knowledge, so the
pattern of ModuleWithProviders functions is more difficult. ngtsc
must be able to determine which module is imported via the function
in order to expand the selector scope and properly tree-shake
directives and pipes.

This commit implements a solution to this problem, by adding a type
parameter to ModuleWithProviders through which the actual module
type can be passed between compilation units.

The provider side isn't a problem because the imports are always
copied directly to the ngInjectorDef.

88b3198c80 feat(bazel): change ng_package rule to APF v6 (#22782)
Angular Package Format v6 stops bundling files in the esm5 and esm2015
directories, now that Webpack 4 can tree-shake per-file.

Adds some missing files like package.json to make packages closer to
what we publish today.

Refactor ng_package to be a type of npm_package and re-use the packaging
action from that rule.

5efea2f6a0 feat(router): add "paramsInheritanceStrategy" router configuration option
Previously, the router would merge path and matrix params, as well as
data/resolve, with special rules (only merging down when the route has
an empty path, or is component-less). This change adds an extra option
"paramsInheritanceStrategy" which, when set to 'always', makes child
routes unconditionally inherit params from parent routes.

Closes #20572.

f96142cd7c build: remove references to tsc-wrapped (#19298)
With this commit `ngc` is used instead of `tsc-wrapped` for
collecting metadata and tsickle rewriting and `tsc-wrapped`
is removed from the repository.

`@angular/tsc-wrapped@5` is now deprecated and is no longer
used, updated, or maintained as part as of Angular 5.x.x.

`@angular/tsc-wrapped@4` is still maintained and required by
Angular 4.x.x and will be maintained as long as 4.x.x is in
LTS.
