e1e5c40ef7 fix(testing): remove the toThrowErrorWith matcher (jasmine has toThrowError) 
BREAKING CHANGE:

Before:

    expect(...).toThrowErrorWith(msg);

After:

    expect(...).toThrowError(msg);

86fbd50c3d refactor(TypeScript): Add noImplicitAny 
We automatically insert explicit 'any's where needed. These need to be
addressed as in #9100.
