9fd8d40d00 ci: authenticate to Bazel RBE (#64070) 
This commit configures the Bazel RBE setup action to use the 'RBE_TRUSTED_BUILDS_USER' secret for authentication. This is necessary to ensure that the CI can properly connect to the remote build execution environment.

3e571a2faf ci: optimize adev CI workflows (#63941) 
This commit introduces several optimizations to the adev CI workflows:

- The adev preview build now uses a more powerful runner and creates a production build.
- Remote execution is disabled for adev builds to improve performance.

Note: Bazel cache is still being used, and the built times are reduces by about 10mins when the cache is missed.

1fec2a2cb0 build: remove bazel flag usage for adev (#63845) 
Previously we used a configuration flag for adev, instead we now separate into two different targets since our flag didn't
need to cause a full reanalysis to run since everything before the final target should be a cache hit.

63fd98db8d ci: update runs-on to ubuntu-latest (#63656) 
This commit updates the `runs-on` configuration in the CI workflows
(`ci.yml`, `manual.yml`, `pr.yml`) from specific `ubuntu-latest-Xcore`
labels to the more general `ubuntu-latest`. This change reduces
resource consumption. This change should not be needed for RBE and remote cache.

1730ea13ac ci: fix and improve devtools step (#63441) 
This commit updates the devtools step by disabling the package manager cache. This change is necessary because Cypress downloads its binary to a cache directory during installation, which requires a post-install script. However, when the cache is hit this is skipped.

This update also disables `pnpm install` in the Cypress action to avoid a redundant installation step. And adds a seperate cache for the downloaded Cypress binary.
