Removes the following unused code from the compiler:
* The ICU expander appears to be some really old code converting ICUs into legacy-style control flow directives. It's annoying to keep this one since we need to update it any time the AST changes.
* The `PipeCollector` class wasn't used anywhere.
* The `partitionArray` function wasn't used anywhere.
* The `newArray` function was used only in one test and it can be easily replaced with `new Array().fill`.

Moves the logic for parsing event names out into methods on the `BindingParser` so we don't have to duplicate it. Also updates the types to more accurately represent the runtime value.

The localize primary entry-point (used at runtime in application code)
indirectly loads from the compiler package for computing message ids.
The compiler package has a couple of constants which cannot be DCE-ded/
tree-shaken due to side-effect reliance that is detected by Terser.
We fix these constants to be three-shakable. Note that another issue
technically would be that the compiler package has a side-effect call
for `publishFacade` (for JIT), but that invocation is marked as pure by
the Angular CLI babel optimization pipeline. So this results is no
unused code currently but is risky and should be addressed in the future.

The result of utf-8 encoding a string was represented in a string, where
each individual character represented a single byte according to its
character code. All usages of this data were interested in the byte
itself, so this required conversion from a character back to its code.
This commit simply stores the individual bytes in array to avoid the
conversion. This yields a ~10% performance improvement for i18n message
ID computation.

Currently `i18n` attributes are treated the same no matter if they have data bindings or not. This
both generates more code since they have to go through the `ɵɵi18nAttributes` instruction and
prevents the translated attributes from being injected using the `@Attribute` decorator.
These changes makes it so that static translated attributes are treated in the same way as regular
static attributes and all other `i18n` attributes go through the old code path.

Prior to this change, there was a problem while matching template attributes, which mistakenly took i18n attributes (that might be present in attrs array after template ones) into account. This commit updates the logic to avoid template attribute matching logic from entering the i18n section and as a result this also allows generating proper i18n attributes sections instead of keeping these attribute in plain form (with their values) in attribute arrays.

The 'stringify' function prints an object as [Object object] which
is not very helpful in many cases, especially in a diagnostics
message. This commit changes the behavior to pretty print an object.

The "enableIvy" compiler option is the initial implementation
of the Render3 (or Ivy) code generation. This commit enables
generation generating "Hello, World" (example in the test)
but not much else. It is currenly only useful for internal Ivy
testing as Ivy is in development.

After this, neither @angular/compiler nor @angular/comnpiler-cli depend
on @angular/core.
This add a duplication of some interfaces and enums which is stored
in @angular/compiler/src/core.ts
BREAKING CHANGE:
- `@angular/platform-server` now additionally depends on
`@angular/platform-browser-dynamic` as a peer dependency.
