1312eb1600 build: remove irrelevant madge circular deps tests (#61209)
We don't need this tooling anymore because we are already validating
that there are no circular dependencies via the `ng-dev` tooling that
checks `.ts` files directly.

Also these tests never actually failed to my knowledge.

635fb00969 refactor(service-worker): pull less RxJS symbols (#60657)
In this commit, we reduce the number of imported RxJS symbols since they are redundant.

- We replace `merge` with a manual observable because `merge` internally pulls in `from()`.
- We remove `defer` and `throwError`, replacing them with `new Observable(s => s.error(..))`.
- We replace `toPromise()` with `new Promise`, as `toPromise()` is deprecated.
- We convert `readyToRegister` to a promise to avoid using RxJS operators like `delay`.

7cd89ad2c6 fix(service-worker): assign initializing client's app version, when a request is for worker script (#58131)
When a new version of app is available in a service worker, and a client with old version exists, web workers initialized from a client with old version will now be properly assigned with the same version.

Before this change, a web worker was assigned with the newest version.

3bc8fe40e4 refactor(service-worker): drop fromEvent (#60424)
In this commit, we remove `fromEvent` and replace it with a manually created observable to import fewer symbols from RxJS. Some codebases may not use `fromEvent` at all, but using it in a single place would still include it in the initial bundle.

7de7c52769 build: remove usages of useDefineForClassFields: false (#58297)

8ddce80a0b feat(service-worker): allow specifying maxAge for entire application (#49601)
This commit adds an `applicationMaxAge` to the service worker configuration. When set, it will only assign a cached version to clients within the `maxAge`. Afterwards, it will ignored any expired application versions and fetch exclusively from the network. The default is `undefined`, for which the behaviour is the same as it currently is.

1479af978c feat(service-worker): finish implementation of refreshAhead feature (#53356)
Copy and document the refreshAhead option that allows to refresh cache entries before they expire.
This allows to mark cached entries as stale while still retruning them until maxAge in case of service outage.

afe45616ad fix(service-worker): remove controllerchange listener when app is destroyed (#55365)
This commit updates the `ngswAppInitializer` implementation and removes the `controllerchange`
listener upon the destruction of the `ApplicationRef`. This adjustment aims to prevent memory
leaks. In a zone.js environment, neglecting to do so could lead to the perpetual creation of
a zone task, which captures the zone and obstructs proper garbage collection.

de7447d15e fix(core): Angular should not ignore changes that happen outside the zone (#55102)
When Angular receives a clear indication that change detection should
run again, this should not be ignored, regardless of what Zone it
happened in. This change updates the default change detection scheduling
approach of Zone-based applications to ensure a change detection will
run when these events happen outside the Angular zone (which includes,
for example, updating a signal that's read in a template, setting an
input of a `ComponentRef`, attaching a view marked for check, calling
`ChangeDetectorRef.markForCheck`, etc.).

This does not apply to applications using `NoopNgZone` or those which
have a custom `NgZone` implementation without ZoneJS.

The impact of this change will most often be seen in existing unit tests. Tests
execute outside the Angular Zone and this can mean that state in the
test is not fully recognized by Angular. Now that Angular will ensure
change detection _does_ run, even when the state update originates from
outside the zone, tests may observe additional rounds of change
detection compared to the previous behavior. Often, this should be seen
as more correct and the test should be updated, but in cases where it is
too much effort to debug, the test can revert to the old behavior by adding
`provideZoneChangeDetection({schedulingMode: NgZoneSchedulingMode.NgZoneOnly})`
to the `TestBed` providers.

BREAKING CHANGE:

Angular will ensure change detection runs, even when the state update originates from
outside the zone, tests may observe additional rounds of change
detection compared to the previous behavior.

This change will be more likely to impact existing unit tests.
This should usually be seen as more correct and the test should be updated,
but in cases where it is too much effort to debug, the test can revert to the old behavior by adding
`provideZoneChangeDetection({schedulingMode: NgZoneSchedulingMode.NgZoneOnly})`
to the `TestBed` providers.

Similarly, applications which may want to update state outside the zone
and _not_ trigger change detection can add
`provideZoneChangeDetection({schedulingMode: NgZoneSchedulingMode.NgZoneOnly})`
to the providers in `bootstrapApplication` or add
`schedulingMode: NgZoneSchedulingMode.NgZoneOnly` to the
`BootstrapOptions` of `bootstrapModule`.

3bc63eaaf3 fix(service-worker): avoid running CDs on controllerchange (#54222)
This commit updates the implementation of `ngswAppInitializer` to configure
the `controllerchange` event listener outside of the Angular zone. This adjustment
is made to prevent unnecessary change detections, as the `controllerchange` event
is unrelated to view updates.

**NOTE**: This change may result in breaking unit tests that implicitly rely on a
specific number and sequence of change detections for their assertions to pass.

e149ebf228 build: update rxjs build version to v7 (#53500)
The version of rxjs used to build the repository has been updated to v7.
This required only minimal changes to the code. Most of which were type
related only due to more strict types in v7. The behavior in those cases
was left intact. The most common type related change was to handle the
possibility of `undefined` with `toPromise` which was always possible with
v6 but the types did not reflect the runtime behavior. The one change that
was not type related was to provide a parameter value to the `defaultIfEmpty`
operator. It no longer defaults to a value of `null` if no default is provided.
To provide the same behavior the value of `null` is now passed to the operator.

c07805612f test(core): clean up unnecessary nesting in old tests (#52239)
A lot of our tests are wrapped in `{}` which serves no purpose, aside from increasing the nesting level and, in some cases, causing confusion. The braces appear to be a leftover from a time when all tests were wrapped in a `function main() {}`. The function declaration was removed in #21053, but the braces remained, presumably because it was easier to search&replace for `function main()`, but not to remove the braces at the same time.

fcc000e803 build: add targets for api doc generation (#52034)
This adds `generate_api_docs` targets to all of the packages for which we publish api reference docs. One known issue here is that any type information that comes from another package (e.g. router depending on core) currently resolve to `any` because the other sources are not available in the program. This can be tackled in a follow-up commit.

This commit also updates the install patch for `@angular/build-tools` to use the local version of compiler-cli.

cc7973f5a5 fix(service-worker): throw a critical error when handleFetch fails (#51960)
#51885 patched a call site that threw an error but there were 2 others call that needed to be wrapped in the same way by a try/catch.

`initializeFully` is part of the calls in `responseWith(handleFetch)`.

Same #51885, throwing `SwCriticalError`allows the driver to fallback to `safeFetch` and ensure `responseWith` doesn't fail.
