ad045efd4b fix(core): Ensure views marked for check are refreshed during change detection (#54735)
When a view has the `Dirty` flag and is reattached, we should ensure that it is
reached and refreshed during the next change detection run from above.

In addition, when a view is created and attached, we should ensure that it is reached
and refreshed during change detection. This can happen if the view is
created and attached outside a change run or when it is created and
attached after its insertion view was already checked. In both cases, we
should ensure that the view is reached and refreshed during either the
current change detection or the next one (if change detection is not
already running).

We can achieve this by creating all views with the `Dirty` flag set.

However, this does happen to be a breaking change in some scenarios.
The one identified internally was actually depending on change detection
_not_ running immediately because it relied on an input value that was
set using `ngModel`. Because `ngModel` sets its value in a `Promise`, it
is not available until the _next_ change detection cycle. Ensuring
created views run in the current change change detection will result in
different behavior in this case.

fixes #52928
fixes #15634

BREAKING CHANGE: Newly created and views marked for check and reattached
during change detection are now guaranteed to be refreshed in that same
change detection cycle. Previously, if they were attached at a location
in the view tree that was already checked, they would either throw
`ExpressionChangedAfterItHasBeenCheckedError` or not be refreshed until
some future round of change detection. In rare circumstances, this
correction can cause issues. We identified one instance that relied on
the previous behavior by reading a value on initialization which was
queued to be updated in a microtask instead of being available in the
current change detection round. The component only read this value during
initialization and did not read it again after the microtask updated it.

606de5166e refactor(core): newly created and any dirty views should get refreshed during CD (#53022)

In both cases, we
should ensure that the view is reached and refreshed during either the

is not available until the _next_ change detection cycle. Ensuring
created views run in the current change change detection will result in
different behavior in this case.

Making option the default is the solution to #52928. That will have to
wait for a major version.

c07805612f test(core): clean up unnecessary nesting in old tests (#52239)
A lot of our tests are wrapped in `{}` which serves no purpose, aside from increasing the nesting level and, in some cases, causing confusion. The braces appear to be a leftover from a time when all tests were wrapped in a `function main() {}`. The function declaration was removed in #21053, but the braces remained, presumably because it was easier to search&replace for `function main()`, but not to remove the braces at the same time.

38c9f08c8d refactor(core): decouple effects from change detection (#51049)
Previously effects were queued as they became dirty, and this queue was
flushed at various checkpoints during the change detection cycle. The result
was that change detection _was_ the effect runner, and without executing CD,
effects would not execute. This leads a particular tradeoff:

* effects are subject to unidirectional data flow (bad for dx)
* effects don't cause a new round of CD (good/bad depending on use case)
* effects can be used to implement control flow efficiently (desirable)

This commit changes the scheduling mechanism. Effects are now scheduled via
the microtask queue. This changes the tradeoffs:

* effects are no longer limited by unidirectional data flow (easy dx)
* effects registered in the Angular zone will trigger CD after they run
  (same as `Promise.resolve` really)
* the public `effect()` type of effect probably isn't a good building block
for our built-in control flow, and we'll need a new internal abstraction.

As `effect()` is in developer preview, changing the execution timing is not
considered breaking even though it may impact current users.

0dc754a726 test: convert source-map core tests to use async/await instead of fakeAsync (#46888)
The source map tests rely on asynchronous logic from the `source-map`

unnecessarily complicates the interaction with the asynchronous
source-map helpers/package.

To fix this, we just make the tests use async/await as we don't intend

27b4af7240 fix(compiler-cli): full side-effectful registration of NgModules with ids (#45024)
Angular contains an NgModule registry, which allows a user to declare
NgModules with string ids and retrieve them via those ids, using the
`getNgModuleById` API.

Previously, we attempted to structure this registration in a clever fashion
to allow for tree-shaking of registered NgModules (that is, those with ids).
This sort of worked due to the accidental alignment of behaviors from the
different tree-shakers involved. However, this trick relies on the
generation of `.ngfactory` files and how they're specifically processed in
various bundling scenarios. We intend to remove `.ngfactory` files, hence
we can no longer rely on them in this way.

The correct solution here is to recognize that `@NgModule({id})` is
inherently declaring a global side-effect, and such classes should not
really be eligible for tree-shaking in the first place. This commit removes
all the old registration machinery, and standardizes on generating a side-
effectful call to `registerNgModuleType` for NgModules that have ids.

There is some risk here that NgModules with unnecessary `id`s may not
tree-shake as a result of this change, whereas they would have in previous
circumstances. The fix here should be to remove the `id` if it's not needed.
Specifying an `id` is a request that the NgModule be retained regardless of
any other references, in case it is later looked up by string id.

b23ce150d0 build: bundle spec files for saucelabs legacy job (#44281)
Bundle spec files similar to how it is done within the Angular
Components repo. This should simplify the setup and also speed
up the Saucelab job as only a single spec bundle would need to be
downloaded, compared to having to load hundreds of files through the
Saucelabs tunnel.

Also makes a couple of tests more robust with the emulators/and accounts
for ES2015 test runner changes. The tests should be less reluctant to
such build process changes.

Note for reviewers: Some imports have been simplified here. This work
came from Joey's original WIP for this. It's unclear to me whether this
is still needed, but it sounded like this was necessary for the ESBuild
bundling to work. I have robusted the module resolution plugin though,
so I doubt it's still needed. At the same time though: Not worth
reverting/trying as these changes are nice to have anyway!
