This commit removes the long-deprecated Testability methods that track
pending tasks. This is done by NgZone today and will be done by other
APIs in zoneless.
BREAKING CHANGE: Testability methods `increasePendingRequestCount`,
`decreasePendingRequestCount` and `getPendingRequestCount` have been
removed. This information is tracked with zones.

This commit removes the testability features that are internal only.
This simplifies the implementation of testability which will need
updates to support zoneless. Those updates will be easier to manage if
the Testability implementation is simpler.
While protractor is indeed officially EOL, we will still need to do some
updates to support teams migrating to zoneless that have protractor
tests.
As far as protractor's own use of `whenStable`, it does not read the
internal only methods either:

Anything else depending on these values are not following the defined public API

A lot of our tests are wrapped in `{}` which serves no purpose, aside from increasing the nesting level and, in some cases, causing confusion. The braces appear to be a leftover from a time when all tests were wrapped in a `function main() {}`. The function declaration was removed in #21053, but the braces remained, presumably because it was easier to search&replace for `function main()`, but not to remove the braces at the same time.

This commit updates the Testability-related tests to reset the testability getter class after each test to avoid leaking the state between tests. This should improve the stability of the testability tests that are currently flaky on CI.

We have some internal proxies for all of the Jasmine functions, as well as some other helpers. This code hasn't been touched in more than 5 years, it can lead to confusion and it isn't really necessary since the same can be achieved using Jasmine.
These changes remove most of the code and clean up our existing unit tests.

The API changes are due to enabling strict checks in TypeScript (via `strict: true`).
The payload size changes in `polyfills.js` are due to more browser APIs being patched in recent versions (e.g. `fetch`, `customElement v1`).

When building a list of pending tasks for callers of whenStable(),
Testability will copy data about the task into a new object, in order to
avoid leaking references to tasks.
This change copies more properties from Tasks into the list of pending
tasks, as well as a reference to Task.data to give callers more
information about the tasks that are pending.
Specifically, this also copies runCount and task ID, which are needed in
order for callers to know when a given task is repeating.

Allow passing an optional timeout to Testability's whenStable(). If
specified, if Angular is not stable before the timeout is hit, the
done callback will be invoked with a list of pending macrotasks.
Also, allows an optional update callback, which will be invoked whenever
the set of pending macrotasks changes. If this callback returns true,
the timeout will be cancelled and the done callback will not be invoked.
If the optional parameters are not passed, whenStable() will work
as it did before, whether or not the task tracking zone spec is
available.
This change also migrates the Testability unit tests off the deprecated
AsyncTestCompleter.
