d2a8639b25 refactor: remove peer dependency on core from compiler (#60437)
Note that this is not a public-facing change because the compiler is not
supposed to be used directly. See `public-api-surface.md`

We are changing this because in the current state, for advanced setups
like our Bazel infrastructure in Material, this peer dependency can
result in a cycle. That is because we may decide to link the
`@angular/core` package using the compiler-cli/compiler; while
transitively the compiler has a dependency on core. That's a cycle
(surfacing in Bazel w/ `rules_js`).

Dropping this optional peer dependency is acceptable because `core`,
since recently, also has an optional peer dependency on the compiler.
This one makes more sense and is also more user-facing (people generally
never install the compiler directly).

Notably the compiler does not have any runtime dependency on `core` and
this was purely added for some safety checking. See:

1f1039475c feat(bazel): support shared chunks in ng_package (#60241)
Historically we've had to be VERY cautious about the way we import
things between entry-points. That is because the `ng_package` rule
bundling is subject to silently introducing code duplication, breaking
singletons etc. We've had this surface a couple of times already, and
dev-infra tried to help detect such cases by adding safety analysis into
`ng_package`.

Long-term we want to get to an approach where it's easy to simply share
code between chunks. Precisely, with the upcoming `rules_js` migration,
this will be necessary as we will have different import "guidelines"
that would currently, before this commit, result in code duplication, or
trigger our "safety check/lint".

This commit prepares `ng_package` to support relative imports between
entry-points, so that we only need the safety check for cross-package
imports/exports. The result is that `ng_package`/APF is now smartly able
to generate shared chunks for things that are needed between multiple
entry-points. Yay!

Note that those shared chunks still remain private, and are guarded by
our `package.json` "exports"; so no new public API surface is
exposed.

8c171da29f refactor(compiler): specify @angular/core as peer dependency (#45267)
The compiler generates code for the Angular runtime in `@angular/core` which
has to be the exact same version, as otherwise there may be version skew
between what the compiler generates and what the runtime supports. This would
result in hard to diagnose problems at runtime. By adding a peer dependency
for `@angular/compiler` on `@angular/core` we can let the package manager
report an error (NPM 7+) or warning (NPM 6, Yarn) during installation to
signal that the set of packages is incompatible.

e0a0d05d45 feat(core): update node version support range to support v16 (#43740)
This commit updates the `node` engines range for all Angular
framework packages to:

* No longer support NodeJS v12 `< 12.20`. This is done because APF v13
uses package export patterns which are only supported as of v12.20.
  https://nodejs.org/api/packages.html#packages_subpath_patterns.

* Allows for the latest v16 NodeJS versions. This matches with the CLI
which added NodeJS v16 support with https://github.com/angular/angular-cli/pull/21854.

We already limit this to `>= v16.10.0` in preparation to only
supporting the LTS minors of Node v16.

BREAKING CHANGE: NodeJS versions older than `v12.20.0` are no longer
supported due to the Angular packages using the NodeJS package exports
feature with subpath patterns.

ea61ec2562 feat(core): support TypeScript 4.4 (#43281)
Adds support for TypeScript 4.4. High-level overview of the changes made in this PR:

* Bumps the various packages to `typescript@4.4.2` and `tslib@2.3.0`.
* The `useUnknownInCatchVariables` compiler option has been disabled so that we don't have to cast error objects explicitly everywhere.
* TS now passes in a third argument to the `__spreadArray` call inside child class constructors. I had to update a couple of places in the runtime and ngcc to be able to pick up the calls correctly.
* TS now generates code like `(0, foo)(arg1, arg2)` for imported function calls. I had to update a few of our tests to account for it. See https://github.com/microsoft/TypeScript/pull/44624.
* Our `ngtsc` test setup calls the private `matchFiles` function from TS. I had to update our usage, because a new parameter was added.
* There was one place where we were setting the readonly `hasTrailingComma` property. I updated the usage to pass in the value when constructing the object instead.
* Some browser types were updated which meant that I had to resolve some trivial type errors.
* The downlevel decorators tranform was running into an issue where the Closure synthetic comments were being emitted twice. I've worked around it by recreating the class declaration node instead of cloning it.

772c5b8f64 refactor: update to tslib 2.0 and move to direct dependencies (#37198)
Tslib version is bound to the TypeScript version used to compile the library. Thus, we shouldn't list `tslib` as a `peerDependencies`. This is because, a user can install libraries which have been compiled with older versions of TypeScript and thus require multiple `tslib` versions to be installed.

288851c41e release: add ng update package group metadata to angular (#22482)
"ng update" supports having multiple packages as part of a group which should be updated together, meaning that e.g. calling "ng update @angular/core" would be equivalent to updating all packages of the group (that are part of the package.json already).

In order to support the grouping feature, the package.json of the version the user is updating to needs to include an "ng-update" key that points to this metadata.

The entire specification for the update workflow can be found here: 2e8b12a4ef/docs/specifications/update.md
