1898190c28 build: update ng-dev and account for stamping changes (#48731) 
* updates ng-dev and build-tooling since the previous SHAs are
no longer existent after the CircleCI incident snapshot build removal.

3e47b25d19 docs(zone.js): update release doc (#39442) 
In the current release doc, we are using some shortcut of `git` command
such as `git ci` `git co`, so in this PR we are updating them
to the normal command, so these commands will work event without
these shortcuts.
