41eacff363 test(compiler): switch compliance tests to es2022

fc643c9044 build: adopt moduleResolution: "bundler" (#64125)
This commit updates the TypeScript configuration across the project to use `moduleResolution: "bundler"`. This modernizes our module resolution strategy to align with current TypeScript best practices and bundler behaviors.

The following changes are included:
- Updated `tsconfig.json` files to set `moduleResolution` to `"bundler"`.
- Updated the `rules_angular` bazel dependency to a version compatible with these changes.
- Adjusted related test files and golden files to reflect the new module resolution strategy.

b7c5645f05 build: migrate packages/compiler-cli to ts_project (#61826)
This commit migrates the remaining pieces of `compiler-cli` to
`ts_project`. This involves a few more things during migration:

- the `ng_module` ngc_wrapped rule broke as part of this change, so we
  switched it to `ts_project` too. This logic is soon gone anyway.

- we needed an extra pnpm "package.json" for the linker babel test. This test is
  loading from the real compiler-cli npm package. Babel needs a real
  node module for this, so this solution seems reasonable. It may be
  worth exploring in the future to move this test into an integration
  test though.

- the older integrationtest in compiler-cli is removed as the coverage
  is much better with the compliance test suite and this test.

e62fb359d6 feat(compiler-cli): add experimental support for fast type declaration emission (#61334)
In declaration-only emission mode, the compiler extracts the type
declarations (.d.ts) files without full type-checking, which is possible
with sufficient type annotations on exports that can be ensured by the
`isolatedDeclarations` TS compiler option.

This allows us to decouple type declaration emission from the actual
full compilation doing the type-checking, thereby removing the
edge between dependent TS files in the build action graph. In other
words, the compilation of a TS file no longer indirectly depends on the
compilation of all the TS files it imports through its dependency on
their type declarations, because the type declarations themselves no
longer depend on the compilation of their associated TS file.

Without the coupling between type declaration emission and compilation,
compilation time of a TS project is no longer bound dependent on the
depth of the TS dependency tree as we can now build the entire project
with just two entirely parallel phases: 1) emit the type declarations of
all TS files in parallel and 2) compile all TS files in parallel.

Since the Angular compiler adds static metadata fields to components,
directives, modules, pipes and services based on their respective class
annotations, it needs to actively partake in the type declaration
emission in order to provide the types for these static fields in the
declaration.

In this change, we add experimental support for a declaration-only
emission mode based on the local compilation mode, which already
operates without type-checking and access to external type information,
i.e. the same environment as is required for declaration-only emisssion.

Apart from the same restrictions applied in local compilation mode,
there are a few more restrictions imposed on code being compatible with
this initial and experimental implementation:

* No support for `@NgModule`s using external references.
* No support for `hostDirectives` in `@Component`s and `@Directive`s
  using external references
* No support for `@Input` annotations with `transform`.

ef32b5322e refactor(compiler): Delete TemplateDefinitionBuilder and helpers (#54757)
`TemplateDefinitionBuilder` is the legacy template compiler, and was replaced by Template Pipeline as the default in v17.3.

This PR attempts to delete `TemplateDefinitionBuilder`, `ExpressionConverter`, and various helpers (i18n context, style builder, property visitors, etc).

Consider this a first pass: a lot of code has not yet been deleted (e.g. old TDB-specific test cases), and I'm sure I have missed additional helper code.

35ee10e357 refactor(compiler-cli): support generation of signal-based queries (#53978)
This commit introduces the compiler output generation for signal-based
queries. Signal-based queries will have new creation-mode instructions
and update instructions to advance the current query indices in the
global shared context.

An output like the following is the expected output for signal-based
queries:

Note: For now, the collapsing of multiple advance instructions is not
implemented. This will be a follow-up.

Note 2: A couple of query helpers are now in their own file. This makes
it easier to focus on query-specific compiler code. The new function is
called `createQueryCreateCall`, which is a modified variant of the
existing function that previously only generated query parameters.

56ff04607c build: re-enable linker compliance tests (#53571)
The linker compliance tests were disabled with a Babel update and
nobody realized for quite a while, via
https://github.com/angular/angular/pull/49914.

As we've came across this lost coverage, which also is quite
impactful as all libraries depend on linked output- I've took initiative
to debug the root cause as there was no follow-up.
https://github.com/angular/angular/issues/51647.

It turned out to be a highly complex issue that is non-trivial to fix,
but at least we should try to resurrect the significant portion of test
coverage by still running the linker tests- avoiding regressions, or
unexpected issues (like with defer being developed). We can work on
re-enabling and fixing source-maps separately.

2a1723c945 test(compiler): fix broken integrity check (#51751)
The `verifyPlaceholdersIntegrity` check in the compliance tests was basically a noop, because it was returning false inside a `forEach` callback. Fixing it revealed that it had fallen out of date, because one of the regexes it uses was incorrect. The problem is that it assumed the placeholder keys would always be string literals, however it's possible that they're identifiers. These changes resolve the issue by not looking at the keys at all since we don't do anything with them.

b8ec182a2a test(compiler): allow alternate expected file for template pipeline (#51100)
In some cases it is not feasible to have the template pipeline produce
the exact same compiled output as the TemplateDefinitionBuilder. This
commit adds support to the testing infrastructure to have different
expected output files for each. This option should be used sparingly, as
we want the output to be as close as possible.

c1d46b8c08 refactor(compiler-cli): add local option to compliance test infra (#50577)
The option 'local compile' is added for the test cases, and the locally compiled file for an input `abc.ts` is compared by default with the file `abc.local.js`. This allows to use the same input `abc.ts` for both full compilation (compared with `abc.js`) and local compilation (compared with `abc.local.js`). An example is provided in the next commit when compliance tests are added for the NgModule local compilation.

9e3e970dbf test: refactor compiler-cli compliance test to work on windows (#45431)
Recent changes in `rules_nodejs` caused the test case copy file actions
to be transitioned into the `exec` configuration, resulting in much larger
file paths. These paths break on Windows with the shell argument limit, and
with the path limit, causing errors like:

7bbddb5873 refactor(localize): update version of Babel (#44931)
The `@angular/localize` package depends on a version of Babel that is two years
old, so this commit updates to the latest version.

Some changes were made to the linker and compliance tests to account for slight
changes in source maps, along with a few code updates because of changes to
the typings of Babel.

85ba38aecb refactor(compiler): add @suppress {msgDescriptions} if no description is present on an i18n message (#44787)
Refs http://b/214103351.

This happens if a user writes `<span i18n>Message</span>`. This is accepted as an internationalized message, but without a description. JSCompiler will throw an error in this situation because descriptions are generally required. Now, the Angular compiler will generate a suppression annotation so JSCompiler allows the syntax. This will ease an internal migration to JSCompiler-based i18n.

c85bcb0c63 feat(compiler): reference ICU message IDs from their placeholders (#43534)
When extracting i18n messages from templates, ICU messages are split out from the
message that contains them. This can make it difficult in the translation files to match up
the two messages, especially if the ICU is reused in multiple placeholders.

This commit builds on top of the previous one to expose the message ID of ICU messages
from the ICU placeholders as additional metadata in the `$localize` tagged strings.
Now the metablock following any placeholder can also contain the associated ID
delimited from the placeholder name by `@@`.

8d7f1098d8 refactor: make all imports compatible with ESM/CJS output. (#43431)
As outlined in the previous commit which enabled the `esModuleInterop`
TypeScript compiler option, we need to update all namespace imports
for `typescript` to default imports. This is needed to allow for
TypeScript to be imported at runtime from an ES module.

Similar changes are needed for modules like `semver` where the types incorrectly
suggest named exports that will not exist at runtime when imported from ESM.

This commit refactors all imports to match with the lint rule we have
configured in the previous commit. See the previous commit for more
details on why certain imports have been changed.

A special case are the imports to `@babel/core` and `@babel/types`. For
these a special interop is needed as both default imports, or named
imports break the other module format. e.g default imports would work
well for ESM, but it breaks for CJS. For CJS, the named imports would
only work, but in ESM, only the default export exist. We work around
this for now until the devmode is using ESM as well (which would be
consistent with prodmode and gives us more valuable test results). More
details on the interop can be found in the `babel_core.ts` files (two
interops are needed for both localize/or the compiler-cli).

6db342a87a test(compiler-cli): reset i18n message index in compliance test macro (#40529)
The compliance test runner has various macros that process the
expectation files before actually checking their contents. Among those
macros are i18n helpers, which uses a global message counter to be able
to uniquely identify ICU variables.

Because of the global nature of this message index, it was susceptible
to ordering issues which could result in flaky tests, although it failed
very infrequently.

This commit resets the global message counter before applying the macros.
As a result of this change an expectation file had to be updated; this
is actually a bug fix as said test used to fail if run in isolation (if
`focusTest: true` was set for that particular testcase).

9f662e1313 test(compiler-cli): tidy up the line-ending compliance test TEST_CASES (#40237)
Previously the names of the source and expectation files were often reused,
which caused potential confusion.

There is now a single source file for
each test-case, which is important when they are being compiled with different
compiler options, since the GOLDEN_PARTIAL file will only contain one copy
per file name.

The names of the expectation files have now been changed so that is clearer
which test-case they are related to.
