b7c5645f05 build: migrate packages/compiler-cli to ts_project (#61826)
This commit migrates the remaining pieces of `compiler-cli` to
`ts_project`. This involves a few more things during migration:

- the `ng_module` ngc_wrapped rule broke as part of this change, so we
  switched it to `ts_project` too. This logic is soon gone anyway.

- we needed an extra pnpm "package.json" for the linker babel test. This test is
  loading from the real compiler-cli npm package. Babel needs a real
  node module for this, so this solution seems reasonable. It may be
  worth exploring in the future to move this test into an integration
  test though.

- the older integrationtest in compiler-cli is removed as the coverage
  is much better with the compliance test suite and this test.

87f440bb77 build: ensure compiler is properly picked up as runtime dep of compiler-cli (#61566)
Currently when linking the `@angular/compiler-cli` package, the peer
dependency to `compiler` is not resolved and we are trying to make the
compiler dependency available via `data`. This is unidiomatic and
brittle. This commit fixes this.

fa123803b4 build: update api-gen to work with compiler as ts_project (#61566)
Compiler now would have `.js` files. Those aren't picked up as ESM,
unless we install the `package.json` with `type: module`. Sounds great
on paper, but doesn't work in reality because the way the compiler
packages are available to `api-gen/` is via the old `rules_nodejs`
linker, so the `packages/package.json` wouldn't work; nor do the
`package.json`s of the e.g. compiler-cli package work- because those
already contain the `exports` of the built npm package.

We fix this in a much more reasonable way, and the whole module
resolution problem by leveraging the pnpm linking here. This works as
expected.

eba017f8c7 refactor(compiler-cli): add transform to support signal input in JIT (#53808)
This commit adds a transform for supporting input signals in JIT
environments. The transform will be wired up for Angular CLI
applications automatically. An integration test verifies that this fixes
unit testing with signal inputs.

The transform basically will take the signal input metadata and
transform it into `@Input` decorators that can provide static
information to the Angular JIT runtime when the directive/component
definition is compiled.

7e82df45c5 feat(compiler): initial skeleton for API doc extraction (#51733)
This commit adds a barebones skeleton for extracting information to be used for extracting info that can be used for API reference generation. Subsequent PRs will expand on this with increasingly real extraction. I started with @alxhub's #51615 and very slightly polished to get to this minimal commit.

552ea77854 refactor(compiler-cli): drop tsickle code paths (#50602)
`tsickle` is not used in any code paths in 3P and we can remove
this complexity. The `tsickle` npm package has not been released
in a while and we are risking breakages with e.g. future TypeScript
versions.

Note that the `ng_module` rule was updated to not emit through
tsickle at all. The tsickle in 1P is done directly by `tsc_wrapped`
and our code path in `compiler-cli` is not needed at all.

5c51c48f98 refactor: remove __ESM_IMPORT_META_URL__ workaround now that we can use ESM (#48521)
The `__ESM_IMPORT_META_URL__` trick was used because we used both ESM
and CommonJS in this repo. It was an interop needed because
`import.meta.url` syntax couldn't be used as it woud have caused syntax
errors.

We still need to keep the CommonJS/ESM interop in the compiler-cli
because g3 relies on the compiler and uses CommonJS. This affects very
few places, just in the compiler- so this is acceptable.

ed74e3ad61 refactor(compiler-cli): add ExtendedTemplateDiagnosticName and TemplateCheckFactory (#44391)
Refs #42966.

The enum of extended template diagnostic names allows a global registry of first-party diagnostics with a developer-friendly string name which can be used for configuration. This name is used in the new `TemplateCheckFactory` to bind the name to a particular `ErrorCode` and make both available *before* constructing the actual template check, which is necessary to configure it appropriately.

d56e3f43a1 feat(core): support TypeScript 4.5 (#44164)
Adds support for TypeScript 4.5. Includes the following changes:
* Bumping the package versions.
* Fixing a few calls to `createExportSpecifier` and `createImportSpecifier` that require an extra parameter.
* Adding some missing methods to the TS compiler hosts.
* Fixing an issue in the TS mocks for the ngcc tests where a regex was too agressive and was trying to match a path like `/node_modules/@typescript/lib-es5`.
* Accounting for type-only import specifiers when reporting DI errors (see #43620).

4b641a914b build: enable code splitting for esbuild bundling of compiler-cli (#43932)
Enables code spitting for ESBuild bundling of the compiler-cli. When
we initially configured ESBuild as part of APF v13, we left this option
disabled as code splitting is marked experimental. The ESM splitting
mechanism in ESBuild seems very solid so far (judging subjectively
and by experience/reports in the ESBuild repo), so we should give
it a shot, in order to significantly reduce the size of the NPM package,
and simplify debugging (by not having duplicated code portions for all
the different entry points).

To clarify: Code splitting is helpful as we have multiple entry-points
that currently duplicate code. With code splitting these entry-points
would share common code instead.
