b80957d1c5 build: adjust bundling tests to use Angular CLI (#61566)
Instead of dev-infra maintaining a custom ESBuild + Terser pipeline that
tries to emulate the Angular CLI, we are switching the bundling core
tests to a new rule that really leverages the Angular CLI.

This involves some file renames and small adjustments. In addition, we
leverage the updated symbol tracking rule to output new goldens that can
work with multiple bundle files (as generated by the Angular CLI;
especially with defer and its "lazy" chunks).

7bc39a883d build: fix app_bundle rule after migrating packages/compiler (#61566)
The `app_bundle` rule does not work after the migration of
`packages/compiler` to `ts_project` because the `.mjs` extensions are
now missing in the non npm-package output.

This causes runtime errors as `.js` is not recognized as ESM. Switching
to the real npm package for usage, fixes this issue.

1f1039475c feat(bazel): support shared chunks in ng_package (#60241)
Historically we've had to be VERY cautious about the way we import
things between entry-points. That is because the `ng_package` rule
bundling is subject to silently introducing code duplication, breaking
singletons etc. We've had this surface a couple of times already, and
dev-infra tried to help detect such cases by adding safety analysis into
`ng_package`.

Long-term we want to get to an approach where it's easy to simply share
code between chunks. Precisely, with the upcoming `rules_js` migration,
this will be necessary as we will have different import "guidelines"
that would currently, before this commit, result in code duplication, or
trigger our "safety check/lint".

This commit prepares `ng_package` to support relative imports between
entry-points, so that we only need the safety check for cross-package
imports/exports. The result is that `ng_package`/APF is now smartly able
to generate shared chunks for things that are needed between multiple
entry-points. Yay!

Note that those shared chunks still remain private, and are guarded by
our `package.json` "exports"; so no new public API surface is
exposed.

ef32b5322e refactor(compiler): Delete TemplateDefinitionBuilder and helpers (#54757)
`TemplateDefinitionBuilder` is the legacy template compiler, and was replaced by Template Pipeline as the default in v17.3.

This PR attempts to delete `TemplateDefinitionBuilder`, `ExpressionConverter`, and various helpers (i18n context, style builder, property visitors, etc).

Consider this a first pass: a lot of code has not yet been deleted (e.g. old TDB-specific test cases), and I'm sure I have missed additional helper code.

4e41d127db build(compiler): add a flag to conditionally build with the template pipeline (#48580)
This commit adds a Bazel flag which controls a constant in the compiler code.
When this flag (`--//packages/compiler:use_template_pipeline`) is specified, the
prototype template pipeline code is enabled.

This is not used in any production workflows and only works in the local Angular
repository. It will be used to develop the template pipeline against the
existing compliance tests.

68597bb0ca feat(bazel): speed up dev-turnaround by bundling types only when packaging (#45405)
Speeds up the dev-turnaround by only bundling types when packaging. Currently
bundling occurs for all the `ng_module` targets in devmode.

This has various positive benefits:

* Avoidance of this rather slower operation in development
* Makes APF-built packages also handle types for `ts_library` targets consistently.
* Allows us to ensure APF entry-points have `d.ts` _always_ bundled (working with ESM
module resolution in TypeScript -- currently experimental)
* Allows us to remove the secondary `package.json` files from APF (maybe APF v14? - seems
low-impact). This would clean-up the APF even more and fix resolution issues (like in Vite)

e6046c9420 refactor: remove entry_point attribute from ng_package targets (#43431)
With the changes to support APF v13 in the `ng_package` rule, we have
removed the ambiguous `entry_point` attribute. The attribute suggested
that it would be used for determining the primary entry-point input
file. This was not the case as the flat module output file is consulted
for bundling et at. The attribute has been renamed to match its
purposed (renamed to `primary_bundle_name`).

We no longer need to set that attribute because the primary bundle
name is (1) not of relevance for consumers and (2) the rule already
infers the bundle name properly from the Bazel package.

d12d068c37 build: Turn tsec checks into bazel tests. (#43108)
Introduce two new bazel rules: tsec_test and tsec_config, for
describing the tsec checks and the tsconfig file needed for such
checks, respectively. Currently, tsec_test only checks the srcs
of a ts_library or ng_module. It does not check direct or transitive
dependencies. Also, tsconfig files need to be manually maintained
to make sure tsec can read all necessary input (including global
symbols).

dde68ff954 build: add npm_integration_test && angular_integration_test (#33927)
* it's tricky to get out of the runfiles tree with `bazel test` as `BUILD_WORKSPACE_DIRECTORY` is not set but I employed a trick to read the `DO_NOT_BUILD_HERE` file that is one level up from `execroot` and that contains the workspace directory. This is experimental and if `bazel test //:test.debug` fails than `bazel run` is still guaranteed to work as `BUILD_WORKSPACE_DIRECTORY` will be set in that context

* test //integration:bazel_test and //integration:bazel-schematics_test exclusively

* run "exclusive" and "manual" bazel-in-bazel integration tests in their own CI job as they take 8m+ to execute

```
//integration:bazel-schematics_test                                      PASSED in 317.2s
//integration:bazel_test                                                 PASSED in 167.8s
```

* Skip all integration tests that are now handled by angular_integration_test except the tests that are tracked for payload size; these are:
- cli-hello-world*
- hello_world__closure

* add & pin @babel deps as newer versions of babel break //packages/localize/src/tools/test:test

@babel/core dep had to be pinned to 7.6.4 or else //packages/localize/src/tools/test:test failed. Also //packages/localize uses @babel/generator, @babel/template, @babel/traverse & @babel/types so these deps were added to package.json as they were not being hoisted anymore from @babel/core transitive.

NB: integration/hello_world__systemjs_umd test must run with systemjs 0.20.0
NB: systemjs must be at 0.18.10 for legacy saucelabs job to pass
NB: With Bazel 2.0, the glob for the files to test `"integration/bazel/**"` is empty if integation/bazel is in .bazelignore. This glob worked under these conditions with 1.1.0. I did not bother testing with 1.2.x as not having integration/bazel in .bazelignore is correct.

4237c34c78 test(ivy): mark failing test targets with fixme-ivy-jit and fixme-ivy-local tags (#26471)
We are close enough to blacklist a few test targets, rather than whitelist targets to run...

Because bazel rules can be composed of other rules that don't inherit tags automatically,
I had to explicitly mark all of our ts_library and ng_module targes with "ivy-local" and
"ivy-jit" tags so that we can create a query that excludes all fixme- tagged targets even
if those targets are composed of other targets that don't inherit this tag.

This is the updated overview of ivy related bazel tags:

- ivy-only: target that builds or runs only under ivy
- fixme-ivy-jit: target that doesn't yet build or run under ivy with --compile=jit
- fixme-ivy-local: target that doesn't yet build or run under ivy with --compile=local
- no-ivy-jit: target that is not intended to build or run under ivy with --compile=jit

689f351092 build: expose flatModuleOutFile option on ng_module (#22814)
This lets projects like Material change ng_package "bundle index" files to non-conflicting paths

Currently packages like @angular/core ship with the generated metadata
in a path like 'core.js' which overwrites one of the inputs.

Angular material puts the generated file in a path like 'index.js'

Either way these files generated by ng_module rules have the potential
to collide with inputs given by the user, which results in an error.

Instead, give users the freedom to choose a different non-conflicting name.

Also this refactors the ng_package rule, removing the redundant
secondary_entry_points attribute.

Instead, we assume that any ng_module in the deps with a module_name
attribute is a secondary entry point.
