032b802f54 build: remove irrelevant madge circular deps tests (#61156)
We don't need this tooling anymore because we are already validating
that there are no circular dependencies via the `ng-dev` tooling that
checks `.ts` files directly.

Also these tests never actually failed to my knowledge.

3089ab4ac1 build: update minimum development Node.js versions (#60080)
With Node.js v18 approaching End-of-Life on 2025-04-30, the minimum
supported versions for development have been updated to `^20.11.1 || ^22.11.0`.
This change does not affect published packages.

The custom ESM loader was disabled in several Node.js jasmine tests due
to incompatibilities with the updated custom loader API in newer Node.js
versions. The API in v18 was not considered stable. The rules_js migration
will remove the need for this loader fully in future.

6b112cc621 refactor(platform-server): remove dependency between @angular/platform-server and @angular/platform-server/init (#52342)
Previously, the cross entry-point dependency was created to share the `setDomTypes` function. This however, causes extra transformations "linking" during the application build since other Angular code in `@angular/platform-server` is pulled in.

With this commit we remove the cross dependency and thus remove the need for extra transformations in the server polyfill bundle with the result of having a slightly faster build.

c9415e4d75 build: ensure bootstrap transitive runfiles are made available (#48521)
Since we generate a `.mjs` file as entry-point for jasmine tests,
a couple of issues prevented the transitive dependencies from
bootstrap targets to be brought in (causing resolution errors):

1. The `_files` (previously `_esm2015`) targets are no longer needed,
   and they also miss all the information on runfiles.
2. The aspect for computing linker mappings does not respect the
   `bootstrap` attribute from the `spec_entrypoint` so we manually
   add the extract ESM output targets (this rule works with the aspect
   and forwards linker mappings).

20551503fa build: replace _es2015 shorthand with more flexible _files suffix (#48521)
For every `ts_library` target we expose a shorthand that grants
access to the JS files because `DefaultInfo` of a ts library
only exposes the `.d.ts` files.

We rename this away from `es2015` since in practice it's a much
higher target these days. Additionally we no longer use the devmode
output but rather use the prodmode output which has the explicit
`.mjs` output- compatible with ESM.

c46d533b22 build: switch devmode output to es2015 (#44505)
To make our test output i.e. devmode output more aligned
with what we produce in the NPM packages, or to be more
aligned with what Angular applications will usually consume,
the devmode output is switched from ES5 to ES2015.

Additionally various tsconfigs (outside of Bazel) have been
updated to match with the other parts of the build. The rules
are:

ES2015 for test configurations, ES2020 for actual code that will
end up being shipped (this includes the IDE-only tsconfigs).

43ecf8a77b feat(platform-server): allow shimming the global env sooner (#40559)
`@angular/platform-server` provides the foundation for rendering an
Angular app on the server. In order to achieve that, it uses a
server-side DOM implementation (currently [domino][1]).

For rendering on the server to work as closely as possible to running
the app on the browser, we need to make DOM globals (such as `Element`,
`HTMLElement`, etc.), which are normally provided by the browser,
available as globals on the server as well.

Currently, `@angular/platform-server` achieves this by extending the
`global` object with the DOM implementation provided by `domino`. This
assignment happens in the [setDomTypes()][2] function, which is
[called in a `PLATFORM_INITIALIZER`][3]. While this works in most cases,
there are some scenarios where the DOM globals are needed sooner (i.e.
before initializing the platform). See, for example, #24551 and #39950
for more details on such issues.

This commit provides a way to solve this problem by exposing a
side-effect-ful entry-point (`@angular/platform-server/init`), that
shims the `global` object with DOM globals. People will be able to
import this entry-point in their server-rendered apps before
bootstrapping the app (for example, in their `main.server.ts` file).
(See also [#39950 (comment)][4].)

In a future update, the [`universal` schematics][5] will include such an
import by default in newly generated projects.
